Crea un tenant nuevo y lo asigna a la organización en el mismo paso (self-serve): lo hace el owner/admin de la organización, sujeto al tope de tenants del plan. Para asociar un tenant preexistente (huérfano o de otra organización) sigue existiendo Task<IActionResult> OrganizationsController.AssignTenant(Guid id, Guid tenantId, CancellationToken ct), reservado al operador.

Autenticación: requiere una API key válida (header X-API-Key).
